I do like your idea of magic that can only be generated through artistic means. Song, dance, oratory, poetry, calligraphy, painting...you name it and it can be used for magic. A single powerful weather-dancer mage could call up a lightning storm around him; a choir of battle hymn singers could impart unfaltering courage to soldiers about to join a battle; a young child with magical ability could fold an animal out of paper, only to have it spring to life.
I thought I'd leave the nature of the power source up to you guys when we get around to it later, so this is kind of a lamp-post idea, but its wiring might prove to be unnecessary depending on what's decided.
