This description gave me the indicator that I should make the witches not the cackling elderly women from fairy tales, but of eternally young maidens with gracious smiles, despite what they are smiling about. I gave the good witch bright colors, representing the sun and purity. The bad witch has much darker colors, representing the darkness and cruelty of the night.
