"What if you were being watched by the regular police force, openly visible to those, like Syndicate members, who know how to spot law officers? Catleya can't possibly be expected to assassinate anyone with the authorities in tow; it effectively ties her hands until they lose interest in an innocent landscape gardener and withdraw their surveillance of her. Depending on why the government is keeping an eye on you, my dove, this could be a fairly substantial, though indefinite, period of time."
