In a way. She has her own uses for him in the same way that he does for her. And it would be terrible socially for both of them if they divorced. Immorality is a high crime in Tanjiian society.

Somewhere in-between. It's a shallow marriage. She's physically attracted to him, and stays married to him despite his infidelity (which is very illegal on Tanjia and is the only ground for divorce) because she enjoys the privileges and power she receives as the Empress.
