Cat has done less research on this man than most of her targets, and is not entirely certain that Nocturnia would approve, despite his being a foreign agent, since Noxvaelia and Yogure are not enemies. Yet, she isn't truly in a position to refuse this ordered death in the way that her elite status normally allows her to pick and choose; the syndicate has been very patient while she has been playing at being a frivolous socialite, and they aren't above implying that this leniency is conditional.
