You can make the head-dress with the drag&drops. Use the pearl string to create the outline and fill it in with assorted little stuff. Like I started it here: i.imgur.com/UvjvKle.png ... Then make a screenshot of the head-dress and paste it into your existing picture with GIMP or Photoshop.
