You can start with highlights as soon as you begin dolling and pick your light source. But in this case I choose to only mentally pick my source of light and do my shadow first. This is because I want more emphasis on the darker color. So after shading in step 3 i am doing highlights. See comments:

At this point the highlight is very prominent and I decided I wanted less emphasis on it so I'll have to take care of that next step. However, depending on what your goal is you can leave it with more highlights. In which case your next move will only be to blend.

Because I'm going for a smooth fabric I will go over from top to bottom several times on with the greatest transparency until it is filled in evenly.

I set it at the greatest transparency and use the circles to cover the right side top to bottom. Again, I prefer to use the medium size mostly and alternate with the large on the bust and very bottom. I use the small to fill in as needed.

Step 3: Remember the right side is the light thus you will create the highlighted area on that side of the dress. I choose the purple one shade lighter than the dress.
