While the emperor is as cunning as a fox, Varfariin has no ulterior motives. He's just a kind, scared bean. Varfariin, though only the equivalent of 22, has been married since he was around 17. This was around the time of the last war and was both a marriage for the moral of the people and as a safety net in case the emperor died. Varfariin knows that with the coming of yet another war his baby sister may be forced into an undesirable arrangement as he was and thus, singlehandedly is trying to keep the spirits of the common folk high for her sake while his parents decide on battle tactics.
